Cheap Lighting

Also does anyone know of some cheap T-5's or Halides that are either 20" long or good for a 12 gallon tank?

It will be hard to find a 20" T-5 fixture and you sure dont want halides over a 12 gallon tank.
Your best bet would be to get a 24" fixture and let it overhang the tank a little bit.
