A 15Watt UV unit is way overkill for a 70 Gal tank in my opinion and there would be no harm in running it 24/7. Also check the helpful articles section there is an article there that lists sizes and flow rates needed to accomplish what you want it to. Algae control is a faster flow rate the parasite control so check that out before you make your purchase.

I always ran mine when I had a algea problem or introducing new fish to help control ich. Otherwise I kept mine off to save from replacing the bulb every 6 months.

yeah it depends what you want it to help control. If its for parasites the flow is higher or lower... (johns article will ttell you) and obviously if its algae the flow is the opposite.
