aquac remora black hose clamps

yeah, um, dumb question, but those 2 black hose clamps that are on the tubing for the aquac remora skimmer. should they both be clamping down the connecting part where the pump plugs in, or should one be down there, and one be up top? i cant clamp down the second one on top of the other if they're both on the pump end

one on top and one on bottom over the pump. That way the clear tube is secure on both sides. I used pliers to tighten them.
