Yes those Icecaps are overdriven.If you use regular 54w T5-HO bulbs it will be overdriven to 85w or use the new 80w bulbs that are made specifically for overdriven ballast.To answer your question you can use both.

Buckeye,I stand corrected.The link to Reefgeek one is the stand T5-HO Icecap retro and the DIYreef is the Icecap with the 660 ballast and 430.In otherwords the second is overdriven(85w each bulb) versus the first 54w each.Thats where the cost difference comes in.Personally,I would get the overdriven version and purchase the new 80w. bulbs on the market.
