If I decide not to breed, should I just let the larvae do their thing in the tank? What's the chances of survival in the display? Sump?

Looks like a cyano bloom and since your tank is relatively new seems perfectly normal. It should go away when bacteria reaches an equilibrium in your tank. Give it some time. Meanwhile you can siphon the stuff out with water changes.

The larger tomato clown will always be more aggressive. The fins will heal on their own, just watch to make sure it looks like its healing well.
