After adding sea salt and live sand 2 days ago there is a white foam ring along the tank and top of the water with a white grainy substance a float. Is this normal?

Yep.Thats pretty much normal.Your filtration system will take care of that in a day or 2.But you can just wipe whats stuck at the surface off with your hand.

What happens if you don't have a filter?
I'm going to be doing this soon and won't have a filter on for a month. Just want to prep the aquarium for when I get the live rock and the fish and filter.

You should get a couple powerheads. Even if you don't have anything living in the tank, you will need to keep the water moving.

I would look at the Koralia power heads. Biff pointed me to them and she was dead on.
