Am I cycled?

Reefing newb
I'm fairly sure I have a cycled tank but wanted to get more eyes on my results to be sure. I started the tank running on 1/8 and tested five times since then. The results are:

Nitrate - 20
Nitrite - 0
Ph - 7.8

Ammonia - .25
Nitrate - 15
Nitrite - 0
Ph - 8.0

Ammonia - 1.0
Nitrate - 20
Nitrite - .5
Ph - 8.0

Nitrate - 20

Looks like cycled numbers to me. I'm still not adding fish just yet but would like to get the skimmer up and running plus I'm going to do a large water change and while I'm doing that, I'm doing an overhaul on the plumbing but everything will remain under water.
 
Are you sure you don't have nitrites and nitrates mixed up? If not, those nitrates need to come down before you start adding anything. They should ideally be less than 5.
 
20 is a bit high, less than 5 is started to get a bit on the low side.
Try to get it down to 10 or less. If you can level out to around 4-5 that would probably be perfect.
In general, much less and you may not have enough nutrients for your coral, causing pale colors.
Run you skimmer, do a water change, add a fish and clean up crew if you haven't yet.
