ballast placement and cementing pvc to bulkhead

ok, first off, should i pvc cement the fittings that go underneath to the bottom part of the bulkhead that connects to the durso and return line? right now, i have them snug fit with teflon tape, but am afraid that might not be enough. however, if using pvc cement, how would i get the bulkhead out when and if i upgrade the tank?

also, is my ballast ok placed right here above the sump?

I glued all my PVC pipes. if you go this route, you can still remove the standpipe by unscrewing the bulkhead and removing it. just make sure that the screw is outside the tank.

that ballast location is candidate for water splash and rust. it could still rust through evaporation.

so...on the outside of the stand would be better? or on two completely seperate pieces of 2x4's that i can move around?
