is caused by phytoplankton called dinoflagellates. They give off a soft blue glow when disturbed.

It wasn't me!
My first trip to Oahu I saw this on the beach. It is actually amazing. Have not seen it again on the islands since though.

Haha, thought it was the weed and the beer playing tricks on my eyes at first. I kept trying to pick up the little blue glowing pebbles and they would go out.
