I found a lady locally that wants to sell here sand. its 100lbs and has been in her tank for 3 years. Its a crushed coral sand mix. Should i buy it? and if so how much should i offer her?

No, I would only use new sand when setting up or moving a tank. There can be a lot of crap trapped in that sand, it will take a long time to clean out!
I would use old sand to seed your new sand with -- like a few cups here and there, spread throughout your tank.
I would also avoid crushed coral. That stuff is very hard to keep clean. Go with regular sand instead.

It is just bagged dry aragonite sand (white) from the pet store. The cheapest stuff they sell! Thank you!

I would not, you are going to find you will want to change your structure around. But to make sure it is secure, rockslides are horrible in a tank.
