Can active carbon remove copper from water ??

No. You will need to use something specialized like CupraSorb. And it's not 100% effective. And it won't remove it from rocks and sand. Once you have dosed copper in your tank, there isn't a reliable way to get it out. Did you put it in a tank you plan to keep inverts in? If so, you will have to start the tank over, with all new rocks and sand. Never put copper in anything but a quarantine tank.
 
and FYI, starting over with new rocks and sand may still not be enough to keep inverts, copper can be absorbed by the silicone of the tank as well, only to be re-released when the tank is set up again.

Rule number one of saltwater / reef keeping:
NEVER dose the display tank with medications, this is what a quarantine/hospital tank is for

Hopefully you didn't dose your display tank with copper for a new fish
