Can't get rid of the Algae

Yeah, I'd say scrap those lights now and order some new ones. There are some great 6 bulb t-5 units for pretty cheap if LEDs are not in your budget right now .But, in my opinion, running the tank dark would be better than keeping old lights going.
Your fish will be fine.

The old lights are definitely contributing to the algae issues. I would change either the set or the bulbs as soon as you can, and i think you will be amazed at what happens with the algae.

Also for herbivore you should be putting an algae sheet in the tank for them, even if you are feeding flaked food.
