OK, about the goni. if you want to take it out and put it in the 20 gallon, you will need a powerhead, heater and some of your tankwater. You don't need another tank tho. You can use a plastic bucket instead if you have the heater and powerhead. No substrate, no LR, nothing. they don't create waste the way fish do and will be fine for a few days there even without light.
Go with the RBTA, great choice.
Powder blues will get Ich, Period. they are just magnets. hit and miss for hardiness. same with powder brown and achilles tangs you may as well just take from the fish store and put them directly in the toliet and flush.
You did not mention the orange shoulder tang as being a possibility. they are quite striking. If you want, go with the naso for a while, just be prepared to sell it back when it gets too big
