welp, that didn't work..

Just starting this hobby, have had my 29g tank setup for about 3 days now. I bought this skimmer from a store doing a inventory blowout (got it for $40!). So I didn't really do much research on it, kinda just impulse bought it. Anyway, I really like it. My tank was crazy cloudy from my live sand, the cpr cleared it in like a couple hours, and when i put my live rock in, it cleared all that dirt in like an hour. I think it's skimming great (producing alot of dirty water) but in order for it to produce anything I'm having to push the skim container all the way down until it's hitting the intake tube (that's as low as it will go). Like i said, it is skimming pretty good (on and off) at that level, but the instructions and everybody else say that the bottom of the skim container should be right at the water level...not an inch and a half below. Will it start to skim properly at its recommended level once there's actually stuff to skim?
