Cycling tank with a lot of algea

So my tank has been cycling with LR in it for just over a week now. I'm getting a LOT of yellow-ish-brown algae growing on the rocks, substrate and glass.

Is this a sign that something might be imbalanced in the water, or that I just need stuff in the tank to start eating it??

Being that it's slightly less then two weeks old, I don't know how safe it is to put animals in.

that is diatoms, which is very common in new tanks, but it will go away on its own
