I have a 16 gal tank with a built in overflow. How should I go about filtering it?

You really don't need a filter for that size - you can just do regular water changes and have enough live rock and that should be enough to keep your parameters in check.

+1 Fishy. I don't think a filter is worth it on that size of a tank.

how much live rock and I still want to use a filter and I want to use the built in overflow.

You should have 1 to 2 lbs of rock per gallon. In a 16 gallon tank, 16 to 32 lbs.
