fish won't leave new fish alone?

I just bought a Heniochus Black & White Butterflyfish (1 1/2")a couple days ago and my emporer angle(2") won't leave him alone nor will the Scopas tang(3")(not as much though)
I tried to catch them but they to quick any other ideas?
I spent 3hours rearanging rock work and trapped the angel for about 30min.

Hang a mirror on the side of the tank to distract them. That should work for the tang, but might not for the emperor. This is the difficulty adding a peaceful fish after more aggressive fish.

I'm hoping that they will quit, the tang used to bully the angel when I first got him. But he quit after a week or so and now they swim together. The angel and the butterfly are about the same size which dont help either.
