How strong should my lights be?

Hi everyone!
I was wondering what would be the Kelvins of a low, moderate, and a high light. What type of light would you have for each type of light. Thanks!

10k would be low
10k to 14k would be medium
20k would be high all for t5's.
Leds would be the way to go where they are "tune able. "
You can adjust the spectrum in the coarse of a day with a reef keeper. If your light is to much, you can just dim them down.
