I have a 20-25 gallon tank sitting at home.could I build a sump/ refugium with it? Or is it too small? Do you have to drill the tank to do that? Any links on how to build a sump/ refugium??

You could a sump with that tank.Probably wouldnt have room to add the refugium,but it would still work.Just look through the DIY forum,theres all kinds of ideas in there on how to set it up.
You'd just need an overflow box to get water from the tank to the sump.

That'd be fine for a sump/fuge, and there's no need to drill it.
