Is there any difference in the light/PAR output between an HQI bulb and a mogul base bulb, or are they the same, with just different installation types?
I don't think the par changes. I know several people report color differences in same bulb temps from mogul to DE. Another difference is that mogul based bulbs do not require a uv shield since the actually glass casing filters it out, DE bulb casings do not do this.
