My powder brown tang has white spots all over him. Im guessing its ick?

Most likely. If he's eating, he should be able to fight it off. If you plan to QT, then you'll have to treat every fish in your tank as well and leave the tank fallow for a couple of months to truly get rid of it.

The powder browns and blue are super touchy fish, they pretty much break out in ich if you just breath the wrong way

Crap he isn't swimming around like he has been and hes acting kinda funny.

Ich is pretty much inevitable with those fish. They are extremely challenging fish to keep alive. I wouldn't recommend them for beginners. They get sick so easily and don't seem to recover.

Is that all tangs or just the powder ones?

Tangs in general are more susceptible to ich than other fish, but there are some easy, hardy tangs. The powder browns (and blues) are some of the more difficult of the tangs. If you want an easier, hardy tang, kole tangs and yellow tangs are good choices.
