Is this the beginning of hair algae?

The pictures don't do it justice, it looks brown in these pics and not green like in real life. Is this the beginning of green hair algae? Or is it something else, and is it okay? Tough one to answer given the pics. Sorry.

There are a lot of different kinds of algae. If you fanned your hand, pointed a powerhead, or took a turkey baster and blew off the rock, what happens? Does it blow around like dust (most likely diatoms) or stay attached to the rock and sway (most likely hair/turf algae)?
 
It does blow off and float around the tank, and look whiteish in colour. Aren't diatoms and algae the same thing?
 
Well kinda, Hair algae is a pain and will stick to everything. Diatoms will normal go away on its own. THe diatoms are feeding on silicates once those are gone the diatoms will be gone. Hair algae eats phosphates and is very hard to get rid of. You have to control the amount of phosphates in your tank. Most people get phosphates from water changes or from the food they are feeding.
