Lighting requirement for sump

Reefing newb
I got my sump set up for my 40 gallon and now need to put a light over the fuge section. I got a 8 1/2" clamp light and a 26W CFL flood light bulb for it. I was told I should use a bulb that puts out about 5000k color temp but this bulb doesn't say what temp it puts out, just the lumens which is 1300. It's the brightest CFL floodlight they had so I figured to just get it. Will this bulb be sufficient? I also have seen some leave theirs on 24/7 and some set it to be on opposite the display tank lights. What's the preferred way to do it?
 
The reason for the fuge light to be on when the display is off is to try to keep the ph a bit more stable. The ph will drop when the lights are off.
I don't know if there is any benefit to leaving the fuge light on 24/7 unless your running a algae scrubber.
 
Does it say something like daylight, bright white, warm white ... Something to that effect on the packaging?
