i curently have about 7-8lbs of live rock,my freinds tank went down during an ice storm last year and i picked up a piece of dead live rock from if i clean it is it safe to use in my tank for aquascapeing? thx nick

Yes, clean it but watch for die off that might cause an ammonia spike, the safest way would be boiling the rock for 8-10 minutes then rinsing it off.

Depending on how long the rocks been dead,you may just need to rinse it good.

it will come back alive as long as the other rock in the tank is live. The currently live rock will "seed' the dead rock
I think many people get base or 'dry' rock when starting up a new tank, and then get a few pieces of live rock and use the cycling time to seed the base rock - I'll be using this method when I set up my tank in the near future
