I have tank running over a year with crushed coral on bottom can I add live sand over the coral with the fish in the tank?

Yes, but the sand will just fall through the crushed coral to the bottom over time. You'll end up with 2 layers.

+1 Biff, the sand will fall to the bottom of the crushed coral...If I was you, I would slowly remove the c.c from the tank and then add the sand. Crushed coral will lead to high nitrate problems over time(it traps everything at the bottom).

Will I have to turn off all powerheads to put in sand? Will the fish be ok with the dust from the sand in the tank?

Turn off the powerheads. A way to do it that'll minimize dust is to take a length of PVC, put the PVC in the tank, and then add the sand to the tank through the PVC pipe a little at a time. It will be cloudy no matter what you do, but the fish should be fine.
If you have a mechanical filter to trap particulate matter, you should run it after you add the sand.

Started to take out cc and wow the amount of food that was down there was alot. Do you think I should take sand from my fuge and put some with the new sand for the tank or just let it be from the bag?

I wouldnt worry about pulling sand from the fuge just to add it to the display.By stirring the sand in the fuge,you risk causing a cycle.
