Making New Sump

I am having to make a new sump. Can I use regular silicone? Will it release any toxins or anything?

You can use regular silicone, as long as it doesn't have any anti-microbial additives (usually the stuff for bathrooms says it prevents mold and mildew). GE Silicone I is one that is safe to use. I use the regular generic stuff from the hardware store; as long as it's 100% silicone, it's fine (it doesn't have to say aquarium safe or aquarium silicone; it's all the same stuff).
