Just took another test, nitrites are at .2 mg/l

I need to raise my pH, lower my C02, buy an ro unit and get a skimmer.

For pH, I want to switch my salt to a pH balanced mix.

Not sure how to go about with the c02 decrease

and ro unit and skimmer will be here in due time.

When I get my new mix, how much af a water change should I do?

Do you have any animals in your tank? If so, I'd go 20%. If you don't have any animals, you can change more, up to 50%. But I wouldn't do any more than that. Your nitrites aren't bad, they are decreasing, so it seems your cycle is moving along like it should. Changing salt should help.

Nah I don't think so. You're water's not that bad. 20% is probably fine. It's just going through the last leg of the cycle. How often have you been doing water changes? Do you have good circulation in the tank (powerheads)?
