Need Sump Plumbing Advice

Hello All. Im new to this hobby so please excuse the lack of knowledge and horrible descriptions of aquariums and set-ups! :) I have a 75 gallon tank that I built a 55 gallon sump for. My question is, for the overflow return pipe, should it be plumbed below the chamber with the protein skimmers water level or above so it splashes down? Also should I be plumbing anything else besides the return pump to the return hole? Im trying to make this as safe and user friendly as possible! And keeping it neat is always kept in mind.

I plan to add live rock to the middle chamber for the time being and some day turn it into a refugium. Pump will go in far left chamber.

I have complete pictures from conception to current status so I may post a build thread once I get it up and running!

Plumb it below the water level. You don't want splashing all over the place -- and it will be noisy if it is above the water level.
