Self sustaining reef tank?

So I just had a though of a self sustaining tank, is there something funky in the air that I'm breathing or could this be possible? And if so would there be any fish I could keep? I would definitely have pods in a refugium also....

I have a tank that I feed very sparsely. It is a 29 gallon tank with only 1 clown in it. I feed maybe once a month or so.

If your looking at a sole Reef tank with no fish you may have a option, now the equipment setup is going to need some major nature work a refugium is gonna be a must and maybe even a second solely dedicated to cleaning and I would assume a lot of rich with macro algae and living copepods in abundance to supply the food. this is a light touch on some of the things you need I am indeed no expert on the thought but would love to know the exact parameters lets keep this up!

1. Refugium (Mangroves, and what else?)
2. Living Copepods
3. GOOD Skimmer
4. Lots of live rock for filtration and copepod growth

That's where I'm at for now for input lets see if we can come up with a perfect build, if its possible.
