What's the most number of fish that's safe to keep in a 28g nano cube? I've got 26lb of live rock and the usual CUC. I bought a clown and small colony of yellow polyps. The guy at the store said he'd only do one fish. I'd originally planned on doing 2 or 3 along with several different corals.

I'd say you'll be ok with 2-3 smaller fish. Something to think about with those AIO tanks is that the water volume includes the filtration area, so you only actually have 20-22 gallons in your actual tank for the fish.

No problem, I didn't know it either until I did a 10g water change and it emptied most of the tank lol.
