yes there are fish only tanks. and reef tanks. both will have live rock for filtration. they are refered to as FOWL (fish only with live rock) and of course reef.

that light will be good for soft coral and lps (large polyped stony) coral. sps (small polyp stony) coral requires very strong lighting. as do anemones and clams.

Hardly ever will you find a saltwater tank that doesn't contain live rock. So then you have a reef tank option (that has corals) and a FO or FOWLR (fish only or fish only with live rock). I agree with what Fishbait said about your lighting.
