Water Level for Skimmer in Sump

I just got my tanked plumbed today and this is the 1st time I am using an in-sump skimmer. I have a Reef Octopus NW-110-6520B. In the instructions it says:

Put the skimmer in sump, power on. Turning the gate valve to adjust the water level for skimming.
Suggested sump water level: 5.5"

Does this mean I should adjust the gate valve until the water/bubble line is at 5.5" or does it mean that I need to put something under the sump to elevate it until the outside water level is at about 5.5"?

The reason I ask is that my collection cup is filling up with water no matter what I do with the gate valve.

After doing some additional research it appears that I am going to need to find a way to elevate the skimmer.

Make a box out of egg crate and zip ties and place the skimmer on top of the box.
