Watts or lumens?

Which is more preferred for an led light, watts or lumens?

I can find one 72" light that uses 112 1 watt led's (84 white/24 actinic) and puts out 12,160 lumens.
Another uses 52 3 watt led's (40 white/12 actinic) and puts out 7,000 lumens.

Now I've read that 3 watts is better that a 1 watt, obviously, but with so many more whites in the one that uses 1 watt led's, wouldn't that one put out more light and overall be a better light than the one that has 52 3 watt?

Lumens is a measurement of how bright a light looks. PAR is the measurable light. For instance, I remember someone with a Radion saying between like 50-100%, there's not really a visible difference (lumens), but corals started to bleach in a matter of days (PAR).
