When to add nems

I really don't know what your are looking for but the one year thing is a general rule. Maturity of a tank generally brings stability which is crucial to being successful with anemones. Flow and lighting are also major contributors with being successful. Yes, if they roam about the tank there is a possibility of coral being stung. If your setup has the lighting, flow and stable parameters the anemone needs roaming is a less likely scenario. Figure out if you want one that likes to be in your rocks or in your sand so you can create an area that anemone will feel comfortable in. My three BTA's have not moved since being placed in the tank three years ago but there is always the risk so they are a "with caution" addition to a reef.

Not really sure what you are asking here. You will want to wait until you have gone through the various algae stages of starting up a tank, and you'll want very stable water and flow conditions in the tank. Having some success with lps or easier SPS is also probably a good idea. The one year rule is a guideline most people use because it usually takes that long for a tank to settle in and for a reefer to start growing out corals
