Whens the right time?Clean up crew

I was wondering if someone could answer this question for me. I`ve searched the articles and forums and havent been able to find anything about this. My tank is currently in the cycling process. when is the right time to add a clean up crew. should this be while its cycling or shortly after?

at such time your systems needs some. when algae start to grow, sand bed is getting dirty. etc. also when the amonia and nitrite cycle is completed.
