Definitely hydroids but they don't always go away on their own. This is one of three life stages they go through. Later stages can be seen as colonial hydroids (bad) or these long white tentacle things growing off your rock (not sure of name but not that bad).

The best thing you can do is ensure your water quality is good, control your nitrates, phosphates and dissolved organics.
 
no, they are a pretty common hitchhiker. But they can multiply out of control if there is lots for them to feed from so keeping good water conditions will help keep them under control.
