i dont think so, they are quite finicky fish and die easily

I think so. Powder brown (and blue) tangs tend to be more susceptible to stress and disease than other tangs though. They aren't what I would call one of the hardier tangs, but if you keep your water quality good, feed it a healthy diet, and make sure your other animals are compatible with it, most people don't have problems with them.
