Whats the highest that the chemicals in the tank should be? I.E. Ammonia, nitrites nitrates etc

0-0 and nitrates you want as low as you can the lower the better i think you want them under 10

+1 daugherty you should have absolutely no ammonia or nitrite, and its best if the nitrate is below 10 but having 20ppm isnt the worst thing in the world.
