As the title says im setting up a smaller 15 Gallon tank as well as my 50, but do i need a skimmer for the smaller one, what would be a good choice for a small tank???

You don't need a skimmer for a small tank like that. I think in your case, it'd be better just to keep up with regular water changes. There aren't very many good skimmers for nanos, and they tend to take up a lot of space in the tank.

A skimmer would be nice for a tank like that, though it is not necessary. You will be fine with a normal HOB filter and water changes.
