For the most part not really. IF you have to, use Tom's Nitrifying Bacteria I have heard good things about it. It's really best to just let it cycle naturally though.
 
It's just better to not add anything to the tank that you do not have to add. A natural cycle saves you the money and the trouble, and a lot of them do not work. I have never used biospira but maybe someone who has can chime in. Most of us have used a piece of table shrimp but there is a million ways to cycle your tank.
 
All of them (including Bio Spira) can be hit or miss. It will certainly not hurt your tank to try, so if you want to, go ahead. But it won't guarantee a shorter or skipped cycle.
