API ammonia, cycled?

2 weeks in the cycle,
Nitrates: 0-10
Nitrites: 0
PH: 8.0

Nitrites rised and now they dropped to 0
I am haveing problems reading the ammonia API test, i forgot to take a pic. I dont want to go waste another test so, it looks just like the pic in this thread. Trouble Reading API Ammonia Test

What do you think? cycled?
Also why do i have 0-10 nitrates? shouldn't they be higher,
