Curing live rock

    I bought some dead live rock a few weeks ago, I cleaned it using vinegar and used some nitrifying mix in a bucket of water to build up the nitrifying bacteria. The rock has been in the bucket for about 5 weeks now. The ammonia is really high but there is no sign of nitrites. The water is circulated and heated. But I was told not to perform any water changes. Any other help would be great.
