Do gate valves close 100%

Do gate valves close 100% I was advised that gate valves do not close 100% and can leak over time and there for am reluctant to put on my manifold for my reactors. Is this accurate.
 
Gate valves can be closed 100%. I assume any valve can leak over time but i never heard gate valves leak any more than any other ones. If you have a very high pressure application you may want to have a join that bleeds water back into source to reduce pressure.
I don't think flow intake control is a high pressure application at all so gate valves are fine. Most of the pumps moving water into reactors are not that powerful.
Most reactors have a little valve for flow control - just make sure the joints are tight and you should be good.

btw - ball valves are not good for flow intake control - they are not very precise.
