Does this count as a cycle?

I have my 50gallon 3/4's of the way full with 30ibs of Fiji premium rock. I have a power head in there for circulation. Does this count as a cycle? I have a sump with skimmer but the plumbing is not ready, in an hour it will when my dad gets home with the part. So it was set up sat. Does that mean next sat. I can add fish if the param's are ok?

I would toss in some food or table shrimp, if you dont see a spike by next saturday then you are good to go
