end of the cycle?

I have a 92 gallon tank with 100 lb of live rock and live sand. I have been cycling the tank for about 2.5 weeks. Should I wait until it is at 0, and when should I do a water change?
Also I haven't added any live stock in, should I put in any crabs and snails, or hardy fish yet.

Did you toss in your piece of table shrimp? If so you are good to go. Nitrate dont come down on their own, you get those down by doing a water change or with them being consumed by algae.

I put the shrimp in when I started the cycle. So should I do a water change and then put all my live stock from my other tank in?

sure can! make sure you acclimate them to the new tank like you would if you brought them home from the store.

I think you are good to go. Like Hannah said, nitrates will not go away on their own unless you have a refugium with macroalgae to take it up.
