Does a fowlr need alot of flow like a reef tank?

Not really.But that dont mean that the reef flow wouldnt benefit a FOWLR.
The flow will keep waste in suspension so your skimmer and filtration can pick it up.Plus think about the currents that marine fish come from.The flow helps them stay active because its natural to the fish.Then theres the benefit of the improved gas exchange at the waters surface.
