How many small or large fish can be kept in a 30 gal breeder if I do a FOWLR setup?

How come you can keep so much more in a FW tank. I though it was 1 inch of fish for every gallon.

1 inch per gallon is freshwater. 1 inch per 10 gallons is saltwater. Two different hobbies.

So if I go with a reef tank. could I go with 5 fish? or do I have to stick to the lower end?

It really depends on the size of the fish in question, what sort of skimmer/sump set up you have, how often you do water changes, how heavy you feed, etc. Each tank is individual. But i would stick to the lower end of the stocking limit if you're wanting to keep corals and/or other inverts.

most likely goby's a clown the purple and yellow fish (don't know its name yet) and some inverts very small stuff. I havn't set it up yet I'm hoping to finsh buying the few things I need buckets, scrubbers, extra heater RODI water live rock and sand this weekend.

for bio filtration I have a CPR HOB refugium and I plan to put some live sand and rubble and some cheato. Live Rock and Live sand in the main display.
I'm undecided on a protein skimmer. Don't know which one I want.

I plan on feeding once every 2 days since the fuge will provide plenty food source.
Water changes 10 gallons every week with RODI.
