good or bad?

I agree. It sounds exactly like bubble algae. It attaches to the rocks using tiny tendrils. If you can grasp it at the base with your fingers and rock it back and forth gently, you can usually pull it off without popping it. It's believed that popping it releases its spores, and causes it to spread.
 
I get bubble algae ocassionally and when I can I will take the rock out of the tank and to remove the bubble that way if it pops it doesn't spread more bubble algae in the tank. If it happens to pop while taking it off I rinse the rock in a bucket of salt water to try to remove as many spores as possible.
