I purchased a H.O.T. Magnum ,and was wondering if it suppose to be completely full?

Yes, fill it to about 1/2" or 3/4" from the top. Put the lid on and snap the wire clamp down. Level it with the little black "leg" on the bottom. There are rods on the top with rubber ends that will slide in and out to help level it. Hook the top on tight and move the leg on the bottom in and out to level it.
If will blow out a few bubbles for the first 15 minutes.

Just a warning on the HOT Magnum, I had one, and had to return it 3 times. Every time, within a few months, it would break. It would spew microbubbles like crazy. After the third one, I gave up and called it a loss.
