I think theese are feather dusters

Can anyone tell me what these are for sure and if they are indeed feather dusters what kind they are growing from my turbo snails shell.

Some weird type of fan worm is my guess... Not a typical feather duster. I've not seen any like that before. Do they retract into the tubes when you come near them?

Yes they do. they are even more app to do so than my normal feather duster. However i think these are very pretty i just wish i knew for sure what they was. So i can find more info on them.
